Can they build budgets and cash flow forecasts?

Yes. Most build a rolling cash flow forecast in the first few months, and a budget at the start of each financial year.

Do they need to know our inventory system?

It helps, and they'll learn it. Inventory reconciliation is part of the close for most product brands.
